Nope. Morons (like Dave) often confuse it as such, since there is coincidentally a bit that is shared in common with American Republicanism / Right-wingism -- ie. they generally (but not really) believe in less "regulation" and less "public sector". However, currently the term "right wing" also popularly describes a cultural outlook of homo-phobism (anti-gay) and religious absurdism (american christian fundamentalists) and fascism (nazis).

The terms "left/right-wing" are pretty meaningless, unless further elaborated upon.

Again, it's all about the context -- the word itself is meaningless. So, right-wingers are absolutely good and right in wanting to reduce government (legislation, services, etc). She should be proud about that. (She shouldn't be too proud though, 'cuz I bet she's not entirely voluntaryist -- libertarians aren't.)
