I'm not so sure. I would hand-wave that most advances were made by vulgar tactless heroes, who were persecuted and forgotten, until society got over it's preoccupation with tact and caught up with them.

Tact is the underpinning of social development, and all modern development wouldn't have been possible without social development... Are you .. delusional?

Well, blargh, I guess some development was done with tact (ie. Darwin waiting 40 years or whatever, for fear of offending tightasses, before releasing his work, which was still neglected despite all his preparation), while other development was done without tact (Richard Dawkins' in-your-face Pope-is-a-pedophile, et cetera). I would hardly call it any kind of underpinning though -- just a personal style.
