The water would have frozen in winter regardless whether the wind blew over it or not. The wind, if anything, added a little uniqueness to an otherwise flat layer of ice. Whether this translates into the realm of thoughts and freedom is interesting -- do we also inevitably freeze over (seasonally :b)? In other words, the wind (confusing and disturbing thoughts) is a good thing? In fact, I think it's actually the wind that prevents the water from freezing over sooner.
