Yeah, I definitely thought he was doing something like that as soon as I saw the seating arrangements.
Although, if you were the first four players, ...
*SPOILER ALERT*
... shouldn't you get a /little/ suspicious since after you make your first move (playing white), he gets up and leaves without playing a move?

No idea. And how did he get those numbers in the envelope?

As far as I know, it was probably some quick 'n dirty magician's trick, because:
#1 when opening the envolope at the very end, he made a wholly awkward and unecessary attempt to interfere -- under the pretense of "taking the envelope" from him -- and I think he even fiddles with the paper itself -- he must have swapped a newly written paper during that meddling.
#2 he didn't know the numbers before the tournament -- he just gives the dude some random envelope -- we have no idea what is in it -- so he clearly didn't predict anything. if he could predict it, he would have written the number in plain view at the very beginning.
#3 a little off topic, but i'm not sure if the fact that he got the first number wrong was deliberate, or an actual mistake

Okay I made my move, now I'll just stay here until you figure yours out and move. Not like anyone is actually waiting for my move somewhere else.
